Try the Shortcut keys: Windows key + E to open Explorer or Ctrl + N to open a new Explorer window.

Have you tried rebooting your computer? If you cannot see the start button, you can hold the power button down until the computer turns off. Then turn it back on.

See Option One: Restart Explorer from Task Manager at How to Restart Windows’ Explorer.exe (Along with the Taskbar and Start Menu)

Use Ctrl+Alt+Delete bring up the special system control menu called Windows Security, from which you can open the Task Manager. From there you can use Task Manager’s menu and select File > Run new task to run explorer again. This works even when the screen is completely blank with no windows open at all.
